Why these 20
Every company or business registered in France is announced in BODACC, the official bulletin of civil and commercial announcements (part A, 'créations'). This counts those announcements published in the last full week (Monday to Sunday) by region. Publication comes a few days to a few weeks after registration, and micro-entrepreneurs, who don't register with the trade registry, are not included. France has 18 regions, so this list is shorter than 20.
