Why these 20
Brazil's National Council of Justice (CNJ) publishes the case records of every court in the DataJud public API. We count the cases whose filing date (dataAjuizamento) falls in the month, per court. This counts new cases, not judgments or cases closed, and a court with a large backlog can rank low. Courts upload their records with a delay, so the month shown is three months back and its numbers still grow for a while (we recount every day). Electoral and military courts are left out (few cases). State courts of justice (TJ) take most civil and criminal cases, so São Paulo's TJSP leads by far.

How it is measured
DataJud public API (api-publica.datajud.cnj.jus.br), one count query per court index on dataAjuizamento between the first and the last second of the month; the public key is read from the DataJud wiki on each run. 59 courts: STJ, TST, 27 state courts, 6 federal regional courts and 24 labour courts. A court that does not answer keeps its last count.
